Summary | The aim of this study is to examine the requirements in Article 7 of the Licensing Regulation on Disabled Drivers and to determine whether the restrictions of persons with musculoskeletal disorders on driving heavy vehicles should be released. Comparison of the regulations in Article 5, the only current regulation allowing persons with minor extremities-limb impairment to drive heavy vehicles was also performed. The results indicated the compromise between the rights of disabled persons and the higher likelihood of accident risk of disabled drivers should be carefully weighed. Because there is no consensus of opinions on releasing the regulations on driving heavy vehicles between the licensing agencies and commercial drivers associations, this study suggested the ban of Article 7 should not be lifted without further study. The research team recommends that if the consensus of opinions can be reached in the future, it is important to revise the licensing system to accommodate standards for screening the suitable disabled drivers who have the competence to drive heavy vehicles. |
