Due to fast growth of motorized vehicles, various traffic problems emerge. Most countries around the world aggressively develop intelligent transportation systems (ITS) to relieve this distress. ITS employs information technologies and communication networks to make vehicles and roadways smart. Many kinds of ITS subsystems may be implemented to assist drivers for a safer and more efficient travel. However, sufficient resources will not be allocated until these systems have been rationally tested and evaluated. The driving simulator (DS) has been regarded an effective tool for previewing and assessing new concepts and/or future constructions. It is especially suitable for ITS and safety issues which are difficult to appraise under current practice. Nevertheless, the existing DS needs upgrade and expansion to undertake designate missions. The long term strategic plan and potential application subjects are carefully developed in this study. Relevant research tasks are proposed, according to the four categories of driver, vehicle, roadway and ITS, for further studies. Five experimental cases are designed for ITS and traffic safety concerns to validate the usefulness of DS. A great number of data are collected and analyzed with traffic theory and statistic methods. Sensible results obtained fulfill general expectation. It is suggested that more efforts and attention should be devoted to DS for the enhancement of its capability in more complex environments.
