Summary This study focuses on the integral discussion and assessment of the Road Traffic Safety Lectures (abbr. RTSL) and future RTSL system in Taiwan. With the review of foreign institutions and analysis of domestic systematic framework, this study proposes related improving alternatives and actions timing in the future. The results of assessment from Drivers Improving Education System and RTSL evaluation show that current RTSL has many problems but RTSL system still has its specific value. The theory framework of RTSL is composed of reviewing, comparing and analyzing the domestic RTSL system and analyzing the accidental risk of road-user which could be explained by triangle diagram in order to classify road-users’ potential accidental risk.

 

The result shows that the RTSL system classified by function orientation includes 5 different categories which are compulsory-treatment, compulsory-correct, encouraged-correct, compulsory-reeducation, and encouraged-reeducation. Beside that, the research discusses the topics on the lecture objects, timing, spot, implemented organization, attractive system, course plan, teacher cultivation, and assessment mechanism of different kinds of lecture categories. Finally, setting immediate improving alternatives and future improving measures are proposed in this study.
