Summary The transportation agency in Taiwan has long been criticized for the absence of a clear, comprehensive, and consistent transportation policy. The questions of whether major transportation infrastructures meet national goals and people’s needs, and whether they conflict with each other within constraints of limited resources, are often asked. Facing these existing issues and external changing environments, we need a comprehensive, consistent, and continuous transportation policy to move Taiwan into the 21st century.
  Transportation policy can be viewed as a decision guideline framework for government, industry, and the public. The major purposes of this Transportation Policy White Book are to
(1) declare government transportation policies,
(2) establish the corresponding transportation strategies and major measures, and
(3) earn people’s recognition.
