  As an island, Taiwan needs to establish a reliable and long-term observation database of coastal information such as tide, wave and weather, for marine resources exploitation, navigation development and harbor construction. The Harbor & Marine Technology Center has recently built up an observation system at each of the five international harbors of Taiwan to gather the atmospheric and oceanic data. However, the data operation of observation system costs much manpower, so it’s hard to obtain holistic data and share with others immediately.

  In this project the operation of current observation system was analyzed and a plan for establishing an automatic system was proposed to integrate the various collected data into a database and offer a convenient interface for access. The integration of the numeric prediction system, which is under construction by the staff of Harbor & Marine Technology Center now was also studied. Besides, the feasibility of setting up real-time video control system at the five international harbors and presenting the images with the collected observation data was evaluated as well. Finally, a construction plan based on the priority of each subsystem was proposed.
