  Since rail transportation system is more efficient and has less pollution and impact on environment than other modes, our government has made great efforts in promoting rail construction projects in recent years. In order to accommodate the development of rail transportation systems, there is a need to establish systematic methodology and tools to analyze their capacity and level of services.

  Researches on rail capacity and practical tools for such analysis are quite deficient in Taiwan. Although other countries have some related studies, their operation characteristics are different from the rail systems in Taiwan. Thus, it is necessary to develop localized methods and computer programs for rail capacity analysis. This project is a preliminary research for rail capacity analysis in Taiwan. Its purpose is to investigate the status and operation models of existing and incoming rail systems in Taiwan, and to compare the research frameworks and models for rail capacity analysis in many countries. Through this study, the fundamental conceptions of rail capacity analysis are clarified. Finally, suggestions and recommendations for future research on rail capacity analysis, the developments of computer programs, and the framework of rail capacity manual are also presented. In addition, two transit lines, including median and mass rapid transit systems from Taipei, are selected to conduct case studies and sensitivity analysis on line capacities, which will be useful for the editing of rail capacity manual and the clarification of the direction of future research.
