Summary With the recent global attention to intellectual property and an increasingly stable legal environment, the arrangement of intellectual property rights has become a key point for future technological development. Only if the arrangement of intellectual property rights is monitored simultaneously with the research and development of new technologies, can the effectiveness of future technological development be ensured.

　　To enhance the ability of collecting dynamic traffic information and the management efficiency of traffic networks, so as to strengthen the effectiveness of domestic and local traffic control systems, the Institute of Transportation (IOT) has successfully completed numerous ITS-related research projects with fruitful results. An important method that the IOT will adopt when it conducts research on technology and develops it in the future is to follow the global trends in the arrangement of intellectual property rights, so as to ensure that the IOT research projects do not infringe on intellectual property rights when applied to domestic road construction projects, as well as to facilitate the development of domestic industries.

　　In light of the above, this project conducted relevant research on intellectual property rights in coordination with various ITS research projects of the IOT to understand the trends and orientation in future technological and market development; improve the IOT’s research and development of technologies as well as promote its benefits; and establish a knowledge management system that includes the research results for new technologies and the arrangement of intellectual property rights of the IOT, which can provide researchers in industry, government and academia with knowledge sharing services, so as to avoid research resources being repeatedly put to use in the same technology. It is hoped that the results of this research on intellectual property rights and the establishment of the knowledge management system can increase the effectiveness of future technological research conducted by the IOT.
