  Ever since 1996, Taiwan and mainland China have both implemented Intelligent Transportation System (ITS) systematically and massively. Now it has moved from the stage of research and demonstration into physical implementation. The Executive Yuan of the Republic of China has budgeted NT$1.8 billions to implement the “e-traffic” project for ITS, which is the sub-project of “Challenge 2008-National Development Plan.” On the other hand, mainland China has budgeted 820 millions Renminbi dollars to execute ITS projects in the “fifteen-period” National Science and Technology projects in 2001. Taiwan and mainland China will finish the ITS infrastructure around 2007 respectively. With the implementation of the ITS construction simultaneously in Taiwan and mainland China, this study aims to compare the devotion areas, implemented cases, system architecture and standardization tasks between Taiwan and mainland China, to understand the development status and direction of ITS in the cross-strait.

  To achieve the above research objects, this study focuses on the following contents in the cross-strait : (1)historical evolution and public sectors which promote ITS
(2)system architecture for developing ITS
(3)major projects and focus areas in ITS
(4)implemented cases in terms of intercity freeway, urban traffic, and commercial transportation system ,etc.
(5)current development and trend in electronic toll collection system of freeway
(6)standardization status and tasks for ITS.
