Summary "Promoting sustainable green transportation and implementing energy conservation and carbon reduction policies" is one of the primary administrative policies of the Ministry of Transportation and Communications. In order to implement the energy conservation and carbon reduction policies of the transportation sector and seek cost-effective ways to introduce emissions reduction strategies, establishing an assessment model of energy consumption and greenhouse gas reduction of the transportation sector is an important task in policy making. The project exists under the framework of the "National Science and Technology Program – Energy", and is charged with the important task of providing energy conservation and carbon reduction policy support for the transportation sector.

  As the transportation sector is characterized by derived demand, there is a close relationship between the transportation sector and other sectors in economic development. In the past, most studies on the assessment of the effectiveness of energy conservation and carbon reduction were based on the analysis model of transportation demand, and rarely looked at the aspects of transportation, energy, and economics in a comprehensive manner. Thus, as a follow-up study of the 2010 project named “Construction of a Framework for the Assessment Model of Energy Consumption and GHG Emission Reduction of the Transportation Sector”, the project completed the construction of an assessment model for use in analyzing the effectiveness of emissions reduction with current green transportation policies.

  During the process of constructing the model, we completed the collection and review of literature and research findings of various sectors, established a model and database, analyzed the case studies of the model, assessed the effectiveness of energy conservation and carbon reduction, and set up emissions reduction targets for the transportation sector. Furthermore, we participated in the 17th session of the Conference of the Parties (COP 17), as well as held exchange meeting on the model and achievement presentation of the “development policies on green transportation: energy conservation and carbon reduction”. The outcomes of this project can provide the transportation sector with more accurate forecasting and assessment information about energy conservation and carbon reduction, as well as assist the Ministry of Transportation and Communications and the related competent authorities of the local governments in making policies on energy conservation and carbon reduction by providing them with important references.
