Summary The goal of this project is to select a suitable site as a demonstrative area for preliminary planning, and establish a "master plan of bikeway network system," by referring to the domestic and foreigner experience in the building of bikeway network systems and efficiency. Hopefully, this project could provide enough information for the following implementation works.

With the fast-growing economic development, increasing population, and serious urbanization, the function of bicycle transportation has been replaced by the vehicle and motorcycle. The utilization rate of bikes has become lower and lower, and the pollution from vehicles and motorcycles is getting worse at the same time. But bikes have high economic effect and door-to-door convience, low energy consumption, and they produce no pollution, so they are suitable for short trips or they can be combined with other transportation modes. In order to build a more economic and comfortable environment for the public bike usage is gaining more importance and is being advocated at present.

The suggestions of future development plan from this study are to propose a recreational bikeway network system along Ching-Mei Creek in short-term. This recreational bikeway network is more supply-oriented rather than demand-oriented. After the short-term bikeway network has been implemented, the mid-term bikeway network will be developed by reviewing the local resident needs. The mid-term bikeway network will be based on the structure of the neighborhood alley bikeway as the main system, and the main traffic road bikeway network as subsystem. The development schedule for mid-term and long-term bikeway network shall depend on the degree of residents' demand. Places where these are stronger needs shall be developed earlier.
