| Summary | As the world faces the problems of green-house effects, environment protection and sustainable development have been acknowledged as very important contemporary issues. Consequently, countries around the globe are paying more attention to the bicycles once again, which do not require fuel as a power source.
In recent years, our government has invested much effort and resources on the construction of bike lanes, bike roads and the establishment of public bike systems rather than solving legal system problems in cycle traffic affairs. Based on this reason, we tried to review and improve the legal environment of cycles in this study, and solve problems that can occur while using cycles. First, we investigated the division of authority in cycle traffic affairs between the central government and local self-governments. Subsequently, we reviewed theories behind the Administrative Penalty Act and rules of our road traffic management laws. This study established the general principles of cycle traffic affair management, which are helpful for legislating cycle traffic affair management, and for promoting relevant administrative actions. |
