Summary | Published in April 2003 IOT SERIAL No.92-41-688,344pp. It is a definite trend to have internationalized economic and trading activities and multi-aspects in leisure activities in the developmental process in advanced countries. As the increasing annual average income of the people, enlarging the scope of international economical and social activities as well as eliminating the differences between urban and rural area in Taiwan, the needs of fast upgrading in quantity and quality of transportation services have increased. Therefore, the transportation sector has played a key role in promoting national economic development and living standards in the future. The statistic data from Ministry of Economy, Committee of Energy (2001) shows stable growth in annual energy consuming. The growth rate maintains at 4% ~ 7%. From the energy usage structure to analyze, total annual energy consuming in year 2000 is 90,912 MLOE, while the industrial sector shares 44,133 MLOE which is about 48.5% rank first among all sectors. The transportation sector consumes 14,821 MLOE (about 16.3% of the total consuming), next to the industrial sector. To be familiar with the various transportation necessary energy consuming characteristics will be helpful in estimating the overall transportation energy demands. The former can serve as the reference for further energy supply and demand planning. Therefore, this study focuses on understanding characteristics of energy saving policy in the transportation sector, to establish related fundamental data and transportation energy demand forecasting module. This study will not only serve as important information and tool in further follow-up evaluations, but will also upgrade the reliability and correctness in evaluation. This helps the Ministry of Transportation and Communication in estimating energy demands of various transportation modes, in their planning and promotion of proper transportation energy saving policies, such as building more mass rapid transportation systems to enhance energy usage rate, and enhancing transportation efficiency to save energy. As the development of transportation sector benefits people’s living standard, it also decreases differences between urban and rural, and promotes social development. However, the popularity of transportation modes and increasing of transportation quantity have increased demands of traditional fossil fuels. The results are air pollution and greenhouse effect, which caused global weather changing, etc. Hence, to effectively manage transportation energy and to control changes of transportation energy demands, it is necessary to make measures for upgrading energy usage efficiency and conducting policies evaluation. For transportation sectors, this research results are the important reference for making sustainable transportation development policies. |
