Summary | From the beginning of 2005, Institute of Transportation (IOT) of the Ministry of Transportation and Communications has proceeded with the Third Five-Year Commerce Ports Integrated Developing Planning. In this planning, the discussion was not only the development direction of various kinds of ports, but also discussed the execution of the integrated ports development in the past five years, the development cause of internal and external changeable environment, and the tasks that the integrated port development faced. We drew up the goal and tactics of the integrated port development, which included the mission and the goal of the integrated port, and we also drew up the tactics of domestic commerce port development. Although there had been some improvements in the two previous integrated plans, the policy of the integrated port development is still lacking focus and integrated ability, so it is quite difficult to integrate the port development of each division in this situation it is really unable to enforce national port policy. The national port resource can be properly distributed under the integrated policy, and avoid each division making its own policy, on the other hand, it can also look after the local port development. The discussion in this plan is according to the contents mentioned in this project, such as the factor and process that we have to consider in forming the port policy, we draw up the criteria of each kind of port in Taiwan area, and according to the standpoint of Ministry of Transportation and Communications, we discuss and assess the future development direction of special industry ports, the development policy of domestic ports, the policy of fishing ports in its harbor ship traffic, the discussion about the recreation space in port areas, and the establishment of an integrated planning deliberative mechanism….etc. We are just looking forward to all of these policies to be the basis reference in the port development. |
