Summary It is important to promote the development and maintenance of efficient, well-balanced merchant marine flag carriers to support waterborne foreign commerce and to serve as an auxiliary naval and military, in the time of war or national emergency. Recently, the problems of high operation costs, changing marketing environments, and especially the restrictions on the three direct links has decreased the number of marine flag carriers in number.
   This study attempts to explore the main factors of Taiwan’s national fleets’ flagging-out and compare the shipping registration systems with other Asia’s nations to analyze the shipping registration system deficiency in Taiwan.
  In order to promote vessels’ flagging-in and flagging-back, this study suggested to aggressively increase incentives, as well as, at the same time, to release limitations. In addition, this study also suggested the necessity of modifying Taiwan’s ship registration system. The findings of this study would provide valuable references to pertinent authorities while setting development policies of national fleets.
