Summary | Since 1991, the Ministry of Transportation and Communications has implemented a two-phased tour bus license deregulation. Thereafter, the total number of tour buses has increased by more than six thousands. This leads companies in the tour bus industry to facing severe competition condition. In order to prevent excess competition, the tour bus industry union recently has reflected this situation to the Ministry, and suggested that the issuance of tour bus license should base on county/city population and the growth rate of road area which have been used as the criteria of license regulation on taxi. The purpose of this study is to analyze the related issues on tour bus license regulation, and seeks to establish a reasonable license regulation scheme. According to the tour bus demand estimation derived from the model developed in the study, interviews with competent authorities and owners of tour bus companies, and the surveyed data, it is found that the supply of tour bus is over its demand in the market. Taking the practice and experiences of Japan and Hongkong in tour bus regulation as reference, this study proposes a self-adjusted tour bus regulation scheme that would respond to the changes in market demand and supply, which could be used as a valuable tool by the Ministry of Transportation and Communications for tour bus license regulation in the future. |
