Summary The transportation system is a very significant part of the infrastructure for any country, and it is essential to fully understand changes in the social and economic environment in order to develop plans for a future transportation system. There are many things that may influence such plans in Taiwan, such as changes in the industrial competition model, the improvement of transportation technologies, energy crises, the impact on intercity transportation from the Taiwan High Speed Rail service, the emphases on traffic safety and regional equity issues, and the opening of cross-strait direct flights. These factors should thus be reflected in the National Overall Transportation Plan, active programs, and planning schedules which are proposed by the Ministry of Transportation and Communications.

  This project is a major part of the Fourth Taiwan Area Integrated Transportation System Planning. After reviewing the problems of the existing transportation system, this project proposed a number of future visions, objectives, and strategic plans. Three major goals are proposed: 1) to raise the software and hardware to international standards in order to enhance the capacity of global logistics
2) to improve domestic transportation networks and to provide better service quality
and 3) to optimize the operational environment of transportation and resource allocation efficiency. In addition, this project also specified 14 major tasks which should remain a focus until 2030.

  This project adopted a comprehensive perspective to plan transportation strategies. For example, its emphasis on integrating policies, which at least include the National Land Use Plan, industrial development plans, and active transportation programs, is totally distinct from past studies that simply examined the supply-demand relationships in the transportation sector alone. Moreover, in the process of planning, this project sought advice from the central and local governments, scholars, and professionals to review the deficiencies of the existing transportation plans and policies. The results of this project can be used as guidelines for important players in the transportation sector as they seek to develop their policies and plans.
