In 2002, the Institute of Transportation (IOT) accomplished the project of “Integrated Development Architecture and Promotion Strategy for Advanced Public Transportation Systems (APTS)”. The purpose of the project is to develop the national APTS architecture for Taiwan and to propose the development strategies for highway passenger transport in Taiwan. Based on the prior research results, this project expands the application scope to marine, air and rail transportation. Hopefully, public transportation resources can be effectively integrated through the research findings, and then reach the objectives of intelligent intermodal passenger transport.

To identify the insufficient elements in current National ITS Architecture, the study follows the original design rules and re-define the user services, logical architecture and physical architecture for marine, air and rail transportation. Moreover, in order to figure out the potential problems and provide development strategies for “traveler information services” and “integration payment system”, the study also collects domestic experience and foreign examples, and designs questionnaires to understand user needs for intermodal passenger transports.

Finally, in accordance with the APTS development schedule from the “Taiwan Area Intelligent Transportation System Fundamental Plan”, this project has also proposed a short-term to mid-term intermodal Advanced Public Transportation Service promotion strategy.
