Summary | Environment Impact Assessment (EIA) systematically evaluates the impact on environmental factors, such as materialized, biological, cultural, and social-economic factors, in the whole circumstance of a development project, plan, or proposal, etc. This study mainly focuses on the traffic impact factor out of all environment impact assessment factors derived from development projects. Through the integration of Geographic Information System (GIS) and Relational Database Management System (RDBMS) technologies, we developed an information system with spatial data display and attribute data analysis for reviewing process in Non-Urban Land Development Review assignments. The system we created could not only coordinate spatial and attribute data of analysis factors in the database, but also provide an integrated information platform to streamline the reviewing process and efficiently use relevant data. The developed system could help decision maker in environment impact assessment process by applying spatial analyzing technologies. The objective of the study is to collect data, includeing road sections, road intersections, parking demand and supply, pedestrian and traffic flow, mass transit system, etc. Besides, related calculation parameters, such as trip plan and characteristics of parking, will be used to presume derived traffic volumes and impact level in future traffic prediction. In this study, we also build up GIS spatial database to provide different impact evaluation standards of each type of development project. The database would be quite beneficial while reviewing the same area or the same type of development bases. |
