Summary | The study is the last part of a four-year project (starting from 2004) which aims at developing an intercity travel demand forecasting model for Taiwan. The model would incorporate parameters and measures-of-effectiveness for evaluating transportation policies for pursuing sustainable development. The primary objectives of the projects are to establish a planning tool for evaluating transportation policies and strategies in pursuing a sustainable transportation system, and to perform sensitivity analyses for various policy approaches. In the first three years (2004~2006) of the project, the project team completed the following tasks: (1) constructed an intercity travel demand model (2) established relevant measures-of-effectiveness in pursuing a sustainable transportation system (3) conducted a travel demand survey and characteristics analyses (4) developed evaluation criteria on a sustainability basis (5) built and calibrated the intercity travel demand model (6) build OD matrix for freight traffic and (7)review supply and demand of current intercity transportation system in Taiwan. This stage (2007) of the study focuses on: (1) Reviewing change of OD matrix of intercity travel caused by the revenue service of Taiwan high speed rail, and verify the intercity travel demand model established in previous stages (2) Analyzing intercity freight traffic characteristics, and calibrating an intercity freight travel demand model (3) Developing an integrated approach for performing sustainability analyses including sustainability index calibration and prediction of energy consumption and emission, to assess the performance of each transportation project (4) Constructing a user-friendly interface to integrate sub-models for conducting scenario analyses for forecasting intercity travel demand (5) Proposing a strategic scheme for evaluating effectiveness in maintaining sustainability of transportation projects (6) Assessing prospect of various intercity transportation modes for establishing future transportation policy and (7) Conducting seminars and short-courses for technology transfer to potential users. The study collects socioeconomics and travel behavior data from the past 10 years to perform trend analysis. With the comparison and analyses of behavior before and after the commencement of high speed rail service and opening of National Freeway No. 5, the study constructed an integrated intercity travel demand model. The model will serve as the planning tool for predicting travel demand, conducting sensitivity analyses of policy parameters, and assessing effectiveness in terms of sustainability. |
