Summary In general, vulnerable road users include the pedestrians and the bicycle, and motorcycle and scooter riders, but among them, the elderly and visually disabled pedestrians are the most vulnerable because of their physical and psychological conditions.
As considering this issue, intensive researches should be done to analyze their needs for providing necessary protection and transportation services.

This pioneer research project follows the proposition of VIPS (Vulnerable Individual Protection Services) application planning of Taiwan ITS Master Plan (2004).
It intends to extend the accomplishments of MOTC projects, ‘Research and development of the pedestrian supporting and assisting system (Phase 3) – the application research of location and guidance technologies for the elderly and visually disabled pedestrians, to analyze the issues of applying the related technologies to improve the public transportation service environment for the visually disabled pedestrians. These technologies include pedestrian detection, location, guidance, and information service platform.

To serve this purpose, this project will propose feasible technology solutions by defining the scope, as well as surveying and analyzing the demand and supply of related technologies.
Furthermore, this project
also propose the concept of a follow-up integrated demonstration plan, and corresponding promotion strategies.
Hopefully, the research results of this project can not only improve the transportation safety and ensure the rights and interests of the visually disabled pedestrians, but also to provide valuable references for making VIPS policies in the future.
