Summary In recent years, the increase in greenhouse gas emissions has gradually caused the climate to become warmer. Energy saving and carbon reduction policies have thus become important issues for all countries in the world. Taiwan also considers energy saving and carbon reduction to be important policies. To effectively reduce energy consumption and greenhouse gas emissions due to transport, the international community has actively developed Intelligent Transportation Systems (ITS). It is hoped that the introduction of ITS information technology into various countries can help to solve these problems.

  Based on the results of the former projects (2011 and 2012), this project firstly reviewed, modified, strengthened and updated the ITS evaluation tool for fuel consumption savings and carbon reduction, as well as its database and website content. Then it continued to apply the ITS evaluation tool in several case studies. Planning has been finished on a demonstration project of maximizing energy saving and carbon reduction by using ITS.

  This project concluded with an energy saving and carbon reduction evaluation of domestic ITS cases, including the freeway traffic management system in the Southern District and Freeway No. 5, "Pay as You Go" toll system, as well as a signal retiming evaluation tool for graphic user interface. Planning of the proposed demonstration project and practical application programming content is based on eco-routing and traffic information services. The outcomes and findings can be used as a reference for subsequent demonstration projects and promotion of ITS to save energy and reduce carbon emissions.
