Summary	An executed order of “Biker Friendly Environment and Integrated Bike Lane Network Implement Plan from 2015 through 2018”, Effected on August, 6th, 2014, was drawn for The Ministry of Transportation and Communication. Based on the successful experience of “Demonstrated Plan of Bike Lane Network in the Eastern Region, 2012”, A long term goal was set to implement the West Region recreational bike lane network and build the “bicycle island”, where the cycling activities were engaged to daily life, education, and culture. The ultimate goal of the project helps government to bring out into a state of energy efficiency, carbon reduction, and sustainable transportation. Therefore, the Institute of Transportation, MOTC., launched a project of “An Integrated Technical Planning of Friendly Bike Lane Network around Island.” in 2015 to evaluate the effectiveness of the preliminary plan of bike lanes network around Island in 2015 and carry out the friendly bike lane network around island plan. According to the survey along bike lane users, sixty-seven (67) percents of the samples, ranked the highest percentage rate, rode bicycle all the way without transferred mode. Eight (8) percents of samples , ranked the second highest percentage rate, chose trains and passenger cars respectively. Seven (7) percents of samples take train and transferred bicycle to the survey point. Seventy-five (75) percents of the bikers own their bicycles. The satisfaction rate of this survey was 70%. However, 30～42% of the samples were dissatisfied with the safety features of bike lane infrastructure. In addition, the total length of 762 kilometers of bikers friendly bike lane network plan has been submitted by this project in 2015. Combined with the bike lane network planned in 2014, five (5) sub-regions bike lane network were connected. Sixtysix (66) cycling rest stops and tour plans services within each sub-region were also suggested. For better understanding and public promotion of friendly bike lane network project, a government advertisement including there (3)-minute implementation version and eight (8)-minute micro-film version were issued. The films featured the concept that cycling was not just for professional competition but rather a slow-pace lifestyle to feel the atmosphere and the rhythm of landscape and the people. The message of grand opening of island-round bicycle route was post at the end of the film.
