The Port of Kaohsiung has direct links to worldwide ports and is an important harbor in the Asia-pacific region. Most Kaohsiung container terminals are operated by ocean carriers, only three of them are operated by the harbor bureau. While ocean carriers operate container terminals by themselves, it must benefit more than just using common users container terminals. However, the ocean carriers’ revenues of operating Kaohsiung container terminals by themselves are relative to the terminal throughputs. Herein, we try to find the relationships between cost and terminal throughput and discuss about the traffic flow economies of the ocean carrier operated Kaohsiung container terminals.
This study is a case study. We searched for of cost and efficiency data about common users or carrier operating container terminals to calculate values of port charges, cargo handling fees, average waiting time, and gross handling rates. Next, we discussed traffic flow economies of port cost and port time about these two types of container terminal operating methods. The results show that there are traffic flow economies in port cost in carrier operated container terminals, and there are traffic flow diseconomies in port time in either common users or carrier operating container terminals.
