Summary | Improving road safety is a task involving various approaches. The current method for improving road safety involves using recent road traffic accident data to identify major accident causes and injury severity for specific groups, then accordingly setting-up major road safety improvement goals to improve safety for high-risk groups or to eliminate causes. However, it cannot be ignored that road crash characteristics may change over time. To capture longer-term trends in traffic accident data, we did an in-depth analysis of crash data from 1999 to 2009 to examine road crash characteristics in all aspects in order to develop effective road safety strategies. In addition, we examined the analysis and content used in establishing the Road Safety Performance Index for the European Union in order to formulate a road safety performance index suitable for Taiwan. In the future the road safety performance index can be used to measure safety performance for different circumstances or to evaluate the effectiveness of safety improvement strategies. As for the safety strategies and countermeasures, road safety problems and safety strategies in Taiwan were studied first. Then, road safety strategies, countermeasures, and implementation experiences in the counties with good safety records involving various approaches were compiled to formulate specific safety strategies and countermeasures to solve major road safety problems in Taiwan. A questionnaire survey was conducted to examine the effectiveness and feasibility of these safety strategies and countermeasures. The subjects for the survey were management-level personnel in charge of road safety related work. Study results suggest that certain specific short-term and long-term safety strategies and countermeasures would solve major road safety problems in Taiwan. |
