Summary | Published in March 2004 IOT SERIAL No. 93-26-692, 376pp. Due to the high traffic volume on intercity highways and on important urban roadways in our country, traffic accidents occurred frequently, causing great social and economy losses. For instance, once an accident occurs in a closed roadway system, such as freeway, with high traffic volume, if rescuers cannot be informed immediately and go to handle the scene quickly, it always results in serious traffic congestion and affects travel safety and efficiency of road users pretty much. Hence, if ITS-related technology can be applied and developed, we can build a national level emergency management system for road transportation accidents. The system could efficiently detect accidents and locate them and retrieve relevant information of emergent accidents, and then dispatch emergency rescue teem to the scene in a very short time to clean the spot and recover traffic flow. This system can improve roadway traffic safety and efficiency and achieve the transportation goal of ITS. Currently, emergency rescue for road transportation accidents in Taiwan still lacks a sound management system and technology application. This study aims to analyze and realize the regime and system of emergency management for road transportation accidents in Taiwan today, to coordinate with National ITS Master Plan and System Architecture, to construct holistic planning of national emergency management system for road transportation accidents, and to specifically draft demonstration plans of accident detection technology and communication system. Finally, we aim to increase the efficiency of emergency rescue, to reduce the accident impact, and to promote road transportation safety. |
