| Summary | To meet the users’ demands and the requirements set by related regulations for the subsidy mechanism of line-based operational deficit, this study retains experts to update the Line-based Cost Evaluation system software, and holds an education and training seminar to promote the on-line cost calculation system practically. By ways in parallel of on-line application and auditing the paper works, it is aimed to consolidate the system’s function. On the other hand, carriers and harbor management officials can better understand the system. Following the suggestions made after exploring the feasibility of formula and contents of the cost calculation model, it will be helpful in future subsidy application and set up a consistent and reasonable subsidy platform through the Line-based Cost Measuring System. |
