Summary | Kaohsiung port is the major container port and the selected hub port in Taiwan area. In order to fit the developing trend of international maritime, this study not only probes the requirement of port cargo forecasts but also analyzes the effect of newly established ports in northern Taiwan. Therefore, the study points out all possible trends of port-cargo forecast of Kaohsiung port, by the analysis of the total port-cargo forecasts in Taiwan area. The conclusion is shown as follows. (1)According to an optimistic and conservative estimation, the container volume of Kaohsiung port will rise to 16,410,000 TEU and 1,310,000 TEU in 2021. (2)Compared with the existing capacity of 22 berths in 2001, the container transport capacity may become insufficient in 2005. In the subject year, 2021, Kaohsiung port would need to construct 8 to 16 new container berths. (3)According to the final layout, the depth of the largest breakwater is EL.-19.0m. The depth of quay is EL.-15.5m. The existing domestic engineering technology can accomplish all above structures undoubtedly. (4)From the result of economic appraisal analysis in cost-benefit and financial assessment, the Net Present Value is positive the Internal Rate of Return is 10% greater than the Discount Ratio the Benefit / Cost and the Self-Liquidating Ratio are greater than 1. Thus, the layout is economic and feasible. (5)According to the construction schedule, if some container quays need to be constructed in order to fit the increasing requirement in 2006, then we should carry out the follow-up plans as soon as possible. Otherwise, some existing quays need to be adjusted immediately. For example, adjusting the function of quays in the Da-Lin commercial port area is an alternative. In addition, the outbound traffic system and the source of materials for reclaiming new container terminal are crucial in building a successful new container terminal. And they should be the first priority. |
