According to instructions of the Executive Yuan: integrating all international ports in Taiwan to produce a best performance in whole and reviewing the result of each port every five years so that its operation and management could meet the requirement of new port circumstance. This study aims at finding enhancing efficiency of the Hualien Port, based on its performance of the last five years and influence of new port circumstances on the Hualien Port. Besides, the suggestions provided by the Council for Economic Planning and Development were also integrated into the strategies and objectives for the future development of the Hualien Port. Through a thorough study, in addition to being positioned as a main international port on the east coast of Taiwan, the Hualien Port should be developed as a port with the functions of touring and leisure activities. Because cement, sand and gravel are main export items from the Hualien Port, particular attention should be paid to prevent handling these materials from pollution. Because the capacity of quays in the Hualien Port is still much larger than the required, and the occupied rate of the quays is also low, no more new structure will be added. However, the use of the quays should be investigated, so that the operated and non-operated quays will be separated. The additional waterfront could be used for leisure purpose. On the other hand, the community system should be improved. On the whole, businesses for touring, cruises and yachts should be emphasized in the future development of the Hualien Port.
Furthermore, both the development of the fishery zone and the Hualien Port is closely related to each other. With good coordination between the Government of Hualien County and the Bureau of the Hualien Port will benefit each other. Finally, to fully utilize the port land resource, the land for storage and piling materials, the Bureau of the Hualien Port may cooperate with private companies in developing the land.
