Summary | Transit services in rural areas are currently facing challenges like subsidy and poor service quality. The demand responsive transit service, DRTS, differs from traditional transit service as it is design based on user’s demand. The goal of this study is to perform indepth research into the DRTS and put the results into a demonstration project in Taiwan, based on experiences from other countries. Three years of programs were established to complete this project; in the last year, the main propose was to find a suitable location for testing the DRTS system. Based on the result of the previous two years, Fuxing Village, Taoyuan County was chosen for the demonstration project.
The demonstration project was separated into two stages. Volunteers were chosen for the pilot trial to test the stability of the DRTS system in stage one. In stage two, the DRTS service was opened to residents, at which point the questionnaire and telephone survey were executed. There were 106 passengers who used the DRTS for their trips during the project’s timeline. The satisfaction is 100% and near 90% of them expressed that they would continue to use this service after the project finished. Pre-planning behavior was also cultivated in the project. The economical and financial analysis was completed after the demonstration project finished. The benefit and cost analysis was applied to economics, trip travel time, waiting time and walking time, which were all quantified, as well as the cost of the DRTS. The B/C ratio is 1.75, over 1, showing this was a beneficial project. The scenario analysis was used for financial study, and the results show that the operation cost and the subsidy will decrease about 200 million NT dollars. The result of the demonstration project has indicated that the DRTS is a beneficial project and could bring a new approach to rural area transit services. |
