Summary Among the vulnerable road users including pedestrian and bicycle, motorcycle and scooter riders, the elderly and the vision-impaired are the most vulnerable because of their physical and psychological conditions. Therefore, it is necessary to provide specific protection and transportation services based on their needs.

  This project follows the proposition of the VIPS (Vulnerable Individual Protection Services) application planning of the Taiwan ITS Master Plan (2004). It intends to extend the accomplishments of the Ministry of Transportation and Communication (MOTC) projects, including ‘Vulnerable Individual Protection Services Model Deployment (2004~2005)’ and ‘Application of ITS Technology for the Aging Society (2003)’, to conduct a three-year research of the applications of location and guidance technologies for the elderly and the vision-impaired.

  The research in the previous two years was concerned with the elderly and visually impaired pedestrians
however, due to government’s duty to protect the more vulnerable road users, we focused our attention this year on the visually impaired. This research included the implementation of GPS and Zigbee to complete the development of the Seamless Guidance System. The functions provided include Pre-trip Routing Plans, Node Information, Bus Arrival Information, Acoustic Signal Integrated, and Destination Guidance. From the field test evaluations, we received positive feedback of our system, especially in terms of convenience. Also, we proposed short-term, mid-term, long-term and supplemental plans. We advised to conduct in-depth research of newer technology and testing, and also suggested that the installation should start from the metropolitan area and proceed to cover the entire country. According, our system functions will start from public transportation information and proceed to total trip information. This research in turn will be used for reference in promotion VIPS strategies in the future.
