Summary | In the second year, this project, following the research of the first year, focuses on reviewing the parameters for monetized costs and benefits, designing the operation standards of economic evaluation based on types of different transportation investment, developing software with written manuals to calculate costs and benefits in economic evaluation, and preparing for related training programs for the developed software. In reviewing the parameters, the project conducts a nationwide survey of mode choices to estimate the value of time through Logit model. The survey is conducted in major cities and intercity routes in Taiwan. In developing the evaluation software, this project designs the interface of importing transportation data and displaying the evaluation result based on the principle of “easy input, brief output”. The formula used to calculate the user benefits and external benefits in the software was already constructed in the first year of this project. These calculated benefit items include travel time savings, vehicle operating cost savings, accident cost savings, transport service operation cost savings, external economic benefits, air pollution reduction benefits, and CO2 emission reduction benefits. A preliminary test by applying real cases will be conducted as the software is developed initially. |
