Summary Taxicabs, belonging to one type of paratransit, are a kind of adjutant transportation between private and public. They are a specialty public service, and also have the advantages of highly independent private transportation and provide good service (door-to-door) at the same time. However, the traditional method for single taxi passengers is unable to reduce the operating cost, and it is difficult to dredge those passengers who wait for vehicles in the transportation terminal. So, adjusting the operation method of taxis in good time, and utilizing Taxipooling obviously has the benefit of avoiding crowded roads, reducing fuel consumption and air pollution, and reducing the demand of parking and the commuting costs.

  Because actualizing the taxipooling project is widely involved, we need to consider operation methods, rates, participants in service, vehicle allocation, security (both driver and passengers), market demand and acceptance degree, regulation revision, and policy marketing, etc. To consider the diversifications of operating Taxipooling, which include the setting up of the taxipooling stand, the route plan, and some relevant supplementary measures, we promote the route of taxipooling in its initial stage, and the local Taipei government will participate in this demonstration project.

  This 12-month experimental plan of Taxipooling was cooperated with by the Taipei City government. It evaluates the implementation methods and gets the public’s acceptance of taxipooling. The suggestions of this project will provide local governments to implement taxipooling projects in the future.
