Summary | This report consists of seven chapters. Chapter 1 is an introduction to the background and research contents of the project. The research first collects materials for the underground space of track transportation. They include the types, structures, installation standards, engineering methodologies, codes, management regulations and designing case studies for the safety equipment and facilities. Those information data are systematically categorized and analyzed. The comparative studies, concerning the codes, regulations, standards and management system, are given in order to evaluate the difference between Taiwan and other countries. Via this procedure, it can provide suggestions to establish the reinforcement of the present system of organization for disaster prevention and rescue. Eventually, the initial conclusions and suggestions can be achieved. Then, two forums are given before the provision of the final report by inviting experts and civil servants from corresponding agencies to review the rationality and appropriateness of the results. Also, the present system of organization for disaster prevention and rescue, the safety equipments and facilities, and the emergency response and disaster-control capability are under review, to achieve the goal of focusing attention. Chapter 2 focuses attention on evaluating the safety levels of the fire protection equipment and facilities of the existing special building of Taipei Railroad Station. The purpose is to provide advanced studies in order to comply with the requirements for the possible refurnishing project in the near future, when some part of the original designed usages of such building are changed or the replacements of fire protection equipment and facilities need to be used. Chapter 3 evaluates the safety management mechanisms for flood prevention. A scenario assumes that if the Fe-Tsui Dam breaks, then what kinds of water damage might be caused as the water floods into the underground transportation facilities? According to such scenario, it can simulate the possible outcomes, after that, the mitigation of typhoon flooding effects can be achieved under the proper pre-planning. Chapter 4 discusses the provisions of evacuation hardware and software for the elderly and disabled, who have much more difficulty in exiting as a fire occurs, especially in underground facilities. Therefore, the fire protection and evacuation strategy for those who have difficulty in moving need special consideration. Chapter 5 is concerned with emergency communication in the underground space. At the present time, communication still uses cables to transfer information when a hazardous condition occurs and the relevant response and action may be delayed and cannot be taken in time. Therefore, a cutting-edge technology of wireless, wide-band and movable net, Mesh, is introduced in order to provide an alternative set up for emergency communication. Chapter 6 makes a comparison of standard operation procedures of emergency plans for the MRT, Taiwan Railway and Taiwan High-Speed Railway, and carries out the corresponding analyses. It finds the reasons for the difference to mainly be due to the different authorities, private and civil organizations, transportation aims and various carts. Finally, the conclusions and suggestions are given in Chapter 7, which summarizes the research results from Chapters 2 to 6. |
