Summary Transit-Oriented Development (TOD) has been recognized as an important and necessary policy in urban development for achieving sustainability. This research aims to explore the performance and features of various public transit systems, including Mass Rapid Transit (MRT), Light Rail Transit (LRT), and Bus Rapid Transit (BRT) for achieving goal of sustainability.From the reviews of 31 rapid transit systems in different countries, we conclude five key factors in the operation of rapid transit systems. There are three kinds of evaluation indexes which are transformed from the key factors of rapid transit operation. Additionally, we provide a two-steps evaluation hierarchy to evaluate the sustainability of rapid transit systems. The indexes used in the first part of our hierarchy are characteristics of city environments. The indexes used in the second part are financial and economic benefit indexes.

  Because local governments have their own visions on the developments of their districts, all constructions supported by central government in the future should meet the needs of integrated developments of local areas. By the study of this project which refer to the mechanisms of plan deliberation in our country, we suggest that the way to applying the rail-based system should be set as following. Before the rail-based system building plan is submitted, the local government should work out the integrated transportation plan according to its own integrated development vision, propose possible and feasible rail routes, and then sequentially applies affairs of feasibility researching and comprehensiveness planning. Once the case is verified by the authority concerned, it can be processed into construction implement stage. Thus the sustainability of the operation of the rail-based transportation system could be promoted. In addition, according o the case reviewing of our research, we can conclude that cities in our country could be divided into 4 classes by their populations and financial abilities. The public transportation planning of the city should meet conditions of its class to conform to the concept of sustainable operations.
