Summary Global warming and energy shortages have become the major concerns in regards to environmental protection and energy security. To curtail the usage of private motor vehicles and encourage the development of public transportation is considered to be the most effective solution to the problems of emissions and energy consumption. Nowadays the transportation system not only serves the needs of mobility and accessibility of people daily activities, but is also required to meet the requirements of environmental protection and high-quality life. However, due to limitations of conventional regulations and institutions, such as the protection of route concession and the policy of deficit operating subsidy, and the rigid regulations on the qualification of transit operators, the development of public transportation is rather sluggish with a lack of market competition and incentives for transit operators to improve their service. Thus, the goal of this project is to fortify highway public transportation policies on the development of a seamless public transportation system and the formulation of a high-quality public transportation service. Although there have been many conspicuous accomplishments until now, quiet a few problems still exist in highway public transportation. In this study, public transportation policies and experiences in some selected countries are overviewed. The policy, operation and problems of highway public transportation in Taiwan are investigated. In order to accomplish the goal within the short research period, five teams are formed to engage in the problems of different aspects and then propose possible solutions in parallel by employing the “thematic research” approach. Through detailed discussions and consensus building in panel discussions, seminars, and media promotions, the possible solutions to these problems will be proposed, containing strategy formulation, and short-term, mid-term, and long-term implementation programs, along with their complementary measures.
