Summary Energy conservation and carbon reduction is one of the most important policies of the Taiwan government. For the transportation sector, the three main aspects of this policy are to develop green transport systems, reinforce transportation demand management measures, and improve energy efficiency of the transport systems. In addition of improving energy consumption and greenhouse gas emissions arising from transportation demand, the transportation demand management(TDM) is also a supporting measure for the promotion of other transport policies. This study reviewed the global TDM strategies and practices relating to land use planning and reducing car dependence. Twenty-two cities and counties in Taiwan were categorized into three classes according to city fiscal conditions, population density, and vehicle density for this purpose. Subsequently, potential TDM policy options for each class were proposed based on different types of transportation conditions in Taiwan, in order to provide the transportation sector with appropriate TDM strategies to promote energy conservation and carbon reduction.
