Summary | The basic structures of infrastructure database system, bridge management system, and pavement management system have been established for the use of highway maintenance. However, the overall maintenance performance is not thoroughly discussed. As a result, the project is to integrate these three systems to obtain reports related to highway maintenance performance based on the concept of systematic analysis. To meet the project purpose of developing a well-rounded database system to monitor highway maintenance performance, information associated with performance management such as pavement roughness index, the rate of accident, etc., must be put into consideration. In the project, the performance of maintenance management is mainly discussed in four perspectives, including authentic performance, resource investment, striving process and innovation. Subjective relative weight of each performance index needs to be set up by means of Analytical Hierarchy Process (AHP) method. Modifications to the weights are also fashioned at the same time with the application of objective weight organized by Data Envelopment Analysis (DEA) method. Thus, a fair and complete performance evaluation system is created. With this evaluation system and the existing database system, a user manual at the level of SOP and a prototype system based on the stratified management concept are introduced as references to highway agencies. |
