Summary Due to the inaccessibility of usable land in Taiwan from time to time, and people’s increased attention to air pollution, environmental protection, landscape, ecology, environment and other issues caused by transportation infrastructure, the Ministry of Transportation and Communications has classified the “development of a green transport system” as one of the strategic directions for energy saving and carbon reduction, in which “fulfillment of green transportation system oriented land use planning” is one of the important action plans. Although preliminary plan has initially established a model and principles for land use and green transportation integration planning, there, however, should be objective and operable evaluation indicators to evaluate whether the planning outcomes comply with the objectives of green transportation development. This study aims to explore the evaluation indicators for green transportation in the urban planning stage, which can be provided as a basis of the evaluation indicators of green transportation for the drafting of urban plans in the future, to facilitate evaluation of the level of green transportation planning of urban plans, which can be provided as a reference to public sectors or planners who participate in urban plan drafting.

The key point of this project is to establish evaluation indicators for green transportation, to evaluate the level of green transportation planning and the threshold value of its indicators, to revise the user manual accordingly and, lastly, to propose suggestions to evaluation indicators for green transportation which can be provided as a reference to the review system of related agencies. The primary research outcomes include: 1. Establish evaluation indicators for green transportation
2. Establish weighted values of evaluation indicators for green transportation in various types of urban cities
3. Establish evaluation threshold value methods for evaluation indicators
4. Revise a manual for green transportation oriented planning.

The study has proposed six suggestions, as below, in consideration of feasibility in the future: 1. Continuously expand the sample size of urban plan cases and establish threshold ratings of urban plans of various types
2. Research and develop an “evaluation indicator system of green transportation” application software
3. Cooperate with local government to process the operation of real cases
4. Incorporate an evaluation indicator system of green transportation into an urban plan review system
5. Incorporate evaluation indicator data of green transportation into an urban plan proposal
6. Analyze the cost value of evaluation indicators for green transportation.
