Summary The concept of a Pavement Management System (PMS) was introduced to Taiwan in 1983. Although several computer-based PMSs have been developed by different levels of roadway authorities, most of the systems are not practically in use due to insufficient working manpower and equipment for pavement data collection as well as functional inability. To improve the present situation, this study reviewed and surveyed the contents and characteristics of most internal or external PMSs and took them as the foundation, then interviewed some roadway-related agencies to realize the condition of their own PMS, and finally adjusted the functions of  the nation-wide pavement management system via the symposium to develop the real system. After that, this study continued to revise it through inputting the real data.
  The main goal of this research study is to develop a comprehensive nation-wide PMS with a friendly environment for pavement data collection, inquiry, retrieval, analysis, and sharing. Moreover, this system is treated as a container, in which the inventory data and pavement performance data of roadway systems, including freeway, highway, and city streets, are included. Thus, the needs of either pavement management for all levels of roadway authorities or the inquiry platform for the general public can be satisfied. It is highly expected that this system can fulfill the requirements of sustainable development for all levels of roadway authorities in the pavement management system field.
