| Summary | In 2017-2018, the Institute of Transportation made an “Integrated Study of Appointment-based Barrier-free Car Transportation Service,” suggesting a strategy using the model of an appointment-based car team to expand the market size step by step. The strategy was matched with the development of a single website to make it easy for people to make an appointment, establishing an appointment-based barrier-free car transportation service information system. Through an application programming interface (API), the shift and dispatch systems that different car team companies were already using were connected, enabling these car teams to make use of their professional wisdom and providing operational tools for when local governments implement appointment-based car team systems in the future. Furthermore, through the redesigned appointment system and subsidy system, transportation car companies and drivers have a greater willingness to offer general-use taxi service, realizing the actual effectiveness of carrying people with limited mobility, and facilitating resumption of a normal state where general-use taxis under appointment-based car teams can collect meter-based taxi fares. In addition, according to the needs of different county and city governments, customized revision and combination of the system modules can be carried out so that county and city governments can promote appointment-based car teams of general-use taxis. This project used advanced communication technology to establish a friendly transportation environment for people with physical and mental disabilities, elderly people and people with limited mobility in order to improve their mobility autonomy and make preparations for when Taiwan turns into a super-aged society. |
