Summary | The occurrence of traffic accident has not only threaten the human life but also caused serious social problems. Obviously, to propose the preventive strategies in advance will be much better than to remedy problems after events. However, it can be seen that we can only lower the accident occurrence probability rather than to cut it completely. Thus, how to construct a sound accident-identification organization and to enhance it with professional reconstruction techniques become the most urgent task on today’s Taiwan traffic environment. Over the past years, our problems in accident identification may lie three aspects:1) too much rely on the heritage of personal working experience 2) incomplete at-scene data collection due to insufficient professional training and 3) the work pressure and loads caused by increasing accident-identification cases. All these problems will mislead the accident reconstruction and the cause analysis results. Therefore, the purpose of this research is to investigate the main features of the accident-identification organizations among four different countries such as Republic of China (R.O.C), Japan, U.S.A, and Germany. In addition, intensive comparisions have been conducted based on their accident-identification organization, system operating process, and available reconstruction techniques. For well envisioning the main in R.O.C, we candidate the academic and governmental representatives for interview survey, questionnaire survey, and team discussion. Based on the above findings, we propose the improvement approaches and the remedy process for the future development in R.O.C's accident investigation and identification system, More importantly, reasonable accident-identification principles have also been proposed to support the accident-identification operations. |
