Summary | In this study, the economic indexes are used to determine whether or not the central government should regulate the freight rate of freight motor carriers. Indexes include the market structure, concentration ratio, economy of scale, the ratio of market and regulated pricing and the feasibility of implementation. On the other hand, the freight motor carriers include less-than-truck-load, truck-load, container transportation, household goods moving, agriculture commodities transportation, express services and logistic services. It is recommended that the freight rate of common motor carriers including less-than-truck load and express services should be regulated. Subsequently, a uniform accounting system is proposed for both sectors. Upon collecting appropriate costing data, the average-cost-plus, fair capital return and gross-profit pricing methods are applied to determine freight rates for each sector. Furthermore, the governing procedures to regulating the service quality of both household goods movers and agriculture commodities motor carriers are recommended. Lastly, several regulation amendments to reflect the socio-economic changes in the motor freight transportation industry is proposed. |
