Summary | Since Taiwan is a highly populated country, it is essential to introduce the concept of green transportation planning at the early stage of urban planning in order to restrict the unnecessary expansion of urban boundaries, to reduce the government budget expenditure, and to facilitate the effective utilization of land resources. This study summarizes the international and domestic urban development practices and related theoretical models, and then develops an urban planning model incorporating the concept of green transportation as a reference to urban planners. This research is a two-year project. The major content for the research in the first year is to establish the operational definition for the localized green transport oriented planning, the indexes to evaluate the green transport and construct the model for green transport oriented urban development in Taiwan. The major research results are: First, the operational definition for green transport oriented development was proposed. (Taking land use as a tool in an urban planning area to achieve the goal of green transport.) Second, we suggested the indexes for evaluating the planning result of green transport. Finally, we established the urban planning model for green transportation oriented development, and proposed three goals and related planning criteria. Allow for the practicability and efficacy, we proffered four propositions. First, legalize the indicators for evaluating the planning result of green transport. Second, carry out the concept of green transportation planning via incorporating the mechanism of deliberation. Third, propose criteria for introducing and selecting various green transportation systems for Taiwan urban area. Final, set the performance value of green transportation indicators, for practicability. |
