Summary | Taiwanese had been allowed to visit their relatives in Mainland China since November 1987. There were about 12 million passengers (one-way) traveled between Taiwan and Mainland China via the third region in the last decade. Obviously, this way of travel which transfers via the third region can’t satisfy the needs of the cross-strait travelers as this increases travel cost and time. The purposes of this study are to analyze the potential markets of the air passenger and the possible air transportation strategies to prepare for the direct cross-strait navigation policy in the future. Because the economical and political situations in the two sides of Taiwan Strait are indistinct, it is very difficult to analyze the markets of the cross-strait air passengers and the navigation networks clearly. Therefore, this study applied the scenario analysis method to forecast three air passenger markets of "Taiwanese traveling to Mainland China" ,"Mainland Chinese traveling to Taiwan", and "Transfer passengers by cross-strait air link". In the network planning, the P-median method based upon the drafted cross-strait air transport policy was used to choose the possible airports of the direct flight. Finally, the most probable scenario and the corresponding cross-strait air transport strategy were proposed. The strategies for each phase in the direct flight and the related measures were also drawn. The results of this study could be the useful reference for the related agencies to set up the cross-strait navigation policies. |
