Summary In order to cope with the economical crisis and prepare for the coming millennium, the government has designated an Action Plan for the Asia-Pacific Operation Center. To be the blueprint of economical development for the next century, the scheme is enhanced to maintain Taiwan’s competitiveness in the international market. The project of developing Kaohsiung port into Hub Port of Asia Pacific plays an important role in the scheme.

 

According to the analysis of the world’s economical observers, North America, Europe, and the Asia Pacific region will become three major regional economic entities in the future. Meanwhile, the Asia Pacific region will be one of the most important economic resources in the world. In this region, the Chinese economic circle, including Taiwan, Hong Kong, Mainland China, and Singapore will be the most significant momentum for the world’s economic growth. Globally, Taiwan is located at the intersection of Northeastern Asia and Southeastern Asia, where it is the most crucial point of the Asia Pacific region. Therefore, from the viewpoints of geography, cultures and economics, Taiwan actually holds the priority and opportunity of high development. Consequently, the Kaohsiung port does have the potential to be developed into a Hub Port of Asia Pacific.

 

Under the goal of developing a Hub Port of Asia Pacific, timing is the key point during the process. Recently, Japan, Korea, Hong Kong, Singapore, Thailand, Philippines and China are all promoting their shipping business to renew and/or build the related facilities of ports in order to become a marine transit center. This has certainly made an enormous impact on the development endeavor to become the Hub Port of Asia Pacific. It is necessary for us to realize and grasp the competitive trend of major ports in this region. Hence, the Institute of Transportation has sponsored a program--A Study of the Development Trend and the Analysis of Competitiveness of International Ports in Asia Pacific Region¡¨ in 1998. The object of the project is to compare the competitiveness of the major existing ports in Asia Pacific region and judge the future market development trend, through collecting and analyzing the basic conditions and development trend of ports. Furthermore, to help government to master the critical moment of the development Taiwan’s ports.
