Summary The roads under the elevated HSR utilize the existing right of way from HSR. These roads primarily serve as the connecting routes from the HSR station to the major downtown areas. The servicing road section under the elevated HSR is approximately 47km, presently. It supports the HSR passengers transfer services and enhances the local traffic service condition. Hence, in recent years, the local governments have proposed a few projects to extend the roads under the elevated HSR in order to progress the local development. However, the road extension or development usually requires massive investments. The considerations should take into account, not only the evaluation of government financial expending ability, but also the essentiality of extending roads. Therefore, not only requirements of extending the roads under the elevated HSR from local governments are collected, but analyses and prediction results according to transportation requirements are also studied in this research to take overall district transportation requirements and real environment conditions into consideration. Based on this research, we also suggest that the road sections under the elevated HSR in Taoyuan and Tainan should be put into the follow-up improving project lists. As for the Kaohsiung section, it is recommended to process the “feasibility study of extending provincial highway 28 south to Tsoying station as provincial highway 39. Referring to the applications from other local governments, due to the low traffic demand condition and non-essentiality in mid-term considerations, it should only be reconsidered and fully evaluated again when there is significant industrial development around the area or unsatisfied road service in the future.
