Summary | To provide the developing blueprint for improving the freeway congestion problem in Taiwan, this project identified all the main freeway congestion sections in Taiwan with different kinds of methods, including the traffic data investigation, congestion problem analysis, traffic management unit interview, etc. Finally the possible traffic control strategies, associated traffic facilities displacement locations and the required system establishment guidelines are included in the report as well. Those findings are the foundation of the coming Taiwan Coordinated Traffic Control and Information System. Under the constrained government investment, our findings can also relieve traffic jams by effectively utilizing all their traffic infrastructures. Indirectly, the energy saving and environment protection can be improved. We expect the government to follow our guidelines to reduce traffic congestion in Taiwan by gradually establishing the budget. The detail items are, The Freeway congestion location, boundary and causal analysis for recurrent and non-current traffic problems The traffic control boundary and traffic improvement strategies Traffic facilities displacement locations Traffic facilities displacement guidelines Travel time estimation and forecasting system establishment guidelines Off ramp and local arterial signal coordination system establishment guidelines Corridor control signal coordination system establishment guidelines Incident response and management system establishment guidelines 9.
