Summary | After a series of projects published by the Institute of Transportation, MOTC, including “The Demand Model of Intercity Transportation Systems under National Sustainable Development in Taiwan”, “A Study on Prospect Analysis of Intercity Transportation Observation”, “The Strategy of Developing Inter-City Inland Transportation Systems in the Taiwan-Eastern Region”, “National Transportation System Planning”, and “The Strategy for Developing an Inter-City Inland Transportation System in Taiwan - Western Area (Central Region)”, this project proposed development strategies for transportation systems in the southern region of Western Taiwan, which includes Chiayi (City/County), Tainan (City/County), Kaohsiung (City/County), Pintung (County) and Penghu (County). After reviewing the development history and trends of the transportation system and policies implemented by the government, this project proposed that the transportation system in the southern region of Western Taiwan should be more competitive, people-oriented and sustainable in the future. In order to accomplish this blueprint, this project also set 5 objectives to support it. These objectives include eliminating bottlenecks of land transportation, improving transportation safety and the adaptability for environmental change, facilitating seamless transportation and transit-oriented development (TOD), promoting green transportation and making the use of clean energy more popular and fulfilling of the requirements of freight transportation. According to the framework mentioned above, this project brought up specific strategies for each transportation subsystem and its particular issues. There are 6 overall development strategies, which include: 1) utilizing sea and air transportation services to enhance the competitiveness of Southern Taiwan 2) regarding the existing railway system as major basis of public transportation network 3) improving the integrity of road networks to advance the efficiency of road transportation 4) constructing a public transportation network and carrying out people-oriented transportation 5) developing a safe, low-carbon and flexible transportation system, and 6) implementing regional governance of transportation sectors. |
