Summary | This main purpose of this study is to investigate the necessity of the new port facilities in the northern part of Taiwan based on the results of cargo forecast and distribution for different development scenarios. The site and development scale of the newly selected port will be decided in the study. The main work items of this study include forecast and distribution of cargo volume, site selection and evaluation, preliminary engineering planning, management and operation issues, economic evaluation, financial plan, multi-criterion analysis, overall port development plan for the northern part of Taiwan, etc. The result of the study indicates that the poor port service level in the northern part of Taiwan results in the huge container traffic flow on the existing freeway. The new port facility will reduce the traffic congestion on the freeway and improve the port service level in the northern part of Taiwan. Besides the expansion of Port of Taipei, the economy and industry of the whole country will be benefited from the construction of the new port in Taoyuan area. Port of Taipei and Port of Taoyuan could be developed simultaneously without negative impact to the economy of the country. The government will construct the non-profit facilities of Port of Taipei and the port service facilities will be the responsibility of the private sectors. The private enterprise will be in charge and finance the planning, construction and management of all the facilities of Port of Taoyuan. Through Multiple Criteria Decision-Making (MCDM), the new port in the northern area will be located at Kang-In, Taoyuan County where a belt industrial zone has been shaped on the landside of the port area. The new port will be the gateway for the cargo movement and international trade of the northern Taiwan and the nearby industrial zone could be developed as the value-added manufacturing center and for other port related activities. |
