Summary | Due to the increase of greenhouse gas emissions and global warming, the policy of energy saving and carbon reduction has become an important issue internationally. In order to effectively reduce the amount of energy consumption and greenhouse gas emission of transportation, many countries are encouraging the development and deployment of Intelligent Transportation Systems (ITS) to improve the transportation efficiency. To keep pace with global developments, the MOTC has included the deployment of ITS to provide instant traffic information and enhance transportation management in the action plan of“Strategic Guidelines for Sustainable Development”. It hopes to introduce ITS in order to upgrade the transportation efficiency and then achieve the the goals of energy saving and carbon reduction in the transportation sector. Thus, considering the efficiency and effectiveness of government resource allocation, it is necessary to identify the effect of ITS strategies on energy saving and carbon reduction, the relation among them, the costs involved and, the benefits. Therefore, this project studies the relevancy among ITS strategies, energy saving and carbon reduction, as well as plans and proposes the benefit evaluation mechanism, the tools and the correspondent database structure. Besides, it chooses some actual projects, such as smart traffic control, the restructuring of signal timing, and e-bus, to conduct case studies and apply the proposed evaluation mechanism and tools. It expects that the accomplishment of this project can provide important references not only for MOTC and IOT to draft the ITS policies and strategies for energy saving and carbon reduction, but also for local government agencies to take action. |
